PROFILE

  • Ian Kremmer is a qualified civil / structural engineer with over 40 years of extensive project, engineering, construction and management consulting experience gained across a very wide range of civil engineering, building, infrastructure, transport, mining and IT projects working for Tier 1 Contractors, design and management consultants, government organisations and private owners within Australia and overseas.

 

  • Ian provides Expert Witness Delay and Disruption analysis services together with Lead Planner and Project Advisory  roles on current major infrastructure projects.

 

  • Ian has specialist knowledge and experience in project and construction planning, detailed scheduling and analysis, construction planning, staging and methodology, constructability advice, design and project control and procurement systems, schedule performance and risk analysis, tendering, Building Information Modelling (BIM) Systems, temporary works design, structural engineering, last planner (Lean Construction) and developing and implementing program and portfolio management systems.

  • Planning Consultant engaged by Acciona on $550m EPC process plant. Responsible for preparation of tender programme, contract programme Master Schedule and preparation of monthly updates for design, procurement and construction on a complex process plant.

Kwinana Waste to Energy Project for Acciano - Lead Planner ($720m EPC) (Acciano, 2018 to 2020)

  • Lead Planner engaged by Acciona on $720m EPC process plant. Responsible for preparation of Master Schedule and preparation of monthly status reports for design, procurement and construction. on a complex process plant.

Nyrstar Smelter Shutdowns: Schedule Risk Analysis (Beca, 2002 to 2004)

  • Developed detailed Monte Carlo risk analysis schedules using @Risk Project software for smelter operational shut-downs for Nyrstar at the Port Pirie and Hobart process plants.

  • Lead Planner Role: Master Schedule for NSW Government Transport Business Case (HKA – Mar 2018 to August 2018 / KMG September 2018 to April 2019) - Australia’s largest single infrastructure project valued at $20 billion. Responsible for preparation of the Master Schedule to support the NSW Government Business Case.

Westconnex M4 & M5 Road Tunnels: NSW Asset Sale - Schedule Risk (HKA - 2018)

  • Schedule Risk Advisor to Purchaser: Provided Schedule Risk advice to IFM Investors Pty Ltd - (HKA – March 2018 to July 2018) Provision of Schedule Risk advice to Purchaser during the sale process for Westconnex.

Great Northern Highway Realignment Project at Port Hedland: Project Planning & Controls Manager (Macmahon / John Holland, 2012 to 2013)

  • Responsible for developing and implementing the fully resourced Project Master Schedule, preparation of detailed procurement and resource plans, developing and implementing project controls for the GNH $280 million design & construct project. ​

  • Responsible for preparation of monthly status reports, updating site construction programmes, establishing design and procurement monitoring systems, preparation of EOT claims and providing on-going project and strategic advice.

  • This project includes in excess of 2.5 million cubic metres of earthworks, three major overpass bridges (including two over the BHP Rail line) and two major drainage culvert structures.

Lloyd Street Underpass (Perth) - Tender Programme (John Holland, 2013)

  • Responsible for preparation of a detailed tender programme for the design and construction of a complex underpass in Perth, including staging, bridge construction and rail shut down and relocation.

Seaford Rail Extension: Tender Programmes (Baulderstone/York Civil Joint Venture - 2007)

  • Preparation of Tender Programmes for Seaford Extension Rail Link in Adelaide, including provision of strategic advice and programme development and 4D virtual construction modelling.

  • Prepared tender programmes for Abigroup (now Lend Lease) for the Fremantle Port North Quay Rail Terminal Expansion Project and the BHP Ore Car Rail Project.

Port of Melbourne Expansion Project: Construction Planning & Schedule Risk Analysis (Port of Melbourne Corporation, 2013)

  • Responsible for management and review of detailed Construction Schedule for this project. The Construction Schedule was fully resourced and a Basis of Schedule was prepared for the schedule.

  • Undertook detailed Monte Carlo Risk Schedule Analysis for the Construction Schedule and a high level Risk Analysis for the Project Master Schedule.

Nakheel Tall Tower - World’s Tallest Building High Rise Project, Dubai (1.2 km high /250 storeys) - Master Programme and Schedule Risk Analysis (Nakheel,2007)

  • Development of a Master Construction Programme and Monte Carlo risk analysis for the Nakheel NTT (world’s tallest tower project in Dubai). Review of constructability with Building Contractor in Tokyo.​

OIL & GAS PROJETCS

Icthys/Inpex CVL-3 Civil and Underground Works Project, Last Planner Systems Development & Implementation (Leighton Contractors, 2013)

  • Responsible for designing, developing and implementing a Last Planner Database System for this project. The purpose of this comprehensive database system has been to provide accurate and reliable daily reporting to the client and internally including labour, plant, progress and production issues, weather, industrial, safety and other information.

  • The system also captures weekly planning and daily monitoring of production and productivity based upon bill items and provides comparisons between earned and actual plant and labour hours and planned versus actual production. Responsible for implementing Navisworks BIM development and data extraction to facilitate procurement tracking.

Gorgon Civil and Underground Services: Project Planning & Controls Manager and Precast Procurement Database Development (Leighton Contractors, 2011 to 2012)

  • Engaged as consultant Project Controls Manager, provided expert planning and scheduling advice and responsible for development and submission of the Master Construction Schedule.

  • Responsible for development of a database control systems to track quantities of materials, resources and productivity changes and labour estimates.

  • Established comprehensive procurement tracking system to manage precast fabrication (65,000 components) including development of reports and daily monitoring of design variations, procurement, shipping, logistics and site installation.

  • Developed multi-user database to manage scope changes.

Resak Onshore Oil Refinery, Kijal, Malaysia: Project Planning & Controls (Contractor, 1997)

  • Prepared site project programmes to support the construction project in Malaysia.

 

MINING PROJECTS

 

Copper Mine Tailings Projects: Project Planning & Controls Manager and Assistant Project Manager - Iran (Australian Tailings Consultants, 2004 to 2008)

  • Project Planning and Controls Manager and Assistant Project Manager for Tailings Disposal System for the Sungun, Sar Cheshmeh and Miduk Copper Mines in Iran.

  • Development of cost plans, programs, studies, design and engineering, including detailed analysis for Pre-Feasibility and Feasibiity Reports for the Sungun and Sar Cheshmeh projects. From 2004 to 2008, Ian had 18 site visits to the support the Iran tailings projects.

Batu Hijau Copper Mine: Site Project Planner, Construction Engineer and Project Controls for Earthworks, Sumbawa, Indonesia (John Holland, 1998)

  • Development of detailed earthworks construction programme with plant and equipment resourcing.

  • On-site project planning and project engineering support. Extensive earthworks project with monthly production exceeding 1 million cubic metres per month.

Oakajee Port & Rail Project: Master Programme & Project Planning Consultant (Oakajee Port & Rail, 2008)

  • The Oakajee Port and Rail Project was valued at $5 billion and involved a major port development and 500km of rail infrastructure. Services included preparation and development of the project Master Program in Primavera P6 including detailed scheduling of design and construction tasks, environment planning, indigenous and land approvals and legal and financial closure requirements and evaluation of program scenarios and risk scenarios.

  • Development of Master Schedule, including legal and approval processes, for the Oakajee Port and Rail Project which was valued at $5 billion and involved a major port development and 500km of rail infrastructure.

Port Headland Outer Harbour Quantum Project: Master Programme & Procurement Strategy Programme (BHP / AECOM, 2010)

  • Provision of specialist planning and scheduling advice and preparation of numerous high level strategic Master Programmes for the Port Headland Outer Harbour Development. Review of contract and construction programs, project scenarios and risks.

Olympic Dam: Master Programme for Pre-Feasibility Study (BHP / AECOM, 2009)

  • Preparation of the Master Program in Primavera P6 for the Pre-Feasibility Stage, including review and consideration of numerous options for the project, including resource loading.

Goro Nickel Mine, New Caledonia: Cost & Productivity Systems (Goro Nickel, 2006)

  • Development of database system to plan and monitor earthworks progress and productivity for major dam construction at Goro Nickel Mine.

Madagascar QMM Port Development (Rio Tinto): Project Planning and Construction Progress & Productivity Control System (Rio Tinto, 2006 and 2007)

  • Preparation of the Master Program for the project from design through to construction and handover. Development of a comprehensive database to monitor site progress in detail, including daily production and diary records for quarry and breakwater construction. The system allowed Rio Tinto to accurately assess contractor performance and contractual claims.

AIRPORT PROJECTS

Melbourne Airport A380 Runway Widening: Project Planning & Controls Systems and Constructability Advice (Melbourne Airport, 2003 to 2004)

  • This was identified as a very a high-risk project which involved the complete shutdown of the main runway at Melbourne Airport for a period of one month to widen the runway to accommodate A380 aircraft and to install a CAT II lighting system. The project was successfully completed without one day loss against the original schedule and won the coveted industry Construction Achievement Award which is awarded annually for the most successful Australian construction project.

  • Planning advisor reporting directly to Melbourne Airport, from inception to completion, for all aspects of this project, which was logistically complex due to large quantities and risks associated with the shut-down. Ian provided detailed planning of the early works, including intersection upgrades and developed a daily progress monitoring system for reporting directly to senior airport staff.

Melbourne Airport T2 International Terminal Expansion: Master Programme & Constructability Advice (Melbourne Airport - 2006 to 2009)

  • $330 million expansion of the international terminal and associated airfield and building projects for Melbourne Airport. This project involved redevelopment of the International Terminal, including additional Gates, Lounges, Retail Facilities and Baggage Systems. The project was successfully completed on-time and on-budget.

  • Provision of strategic planning, construction staging and project monitoring advice directly to Melbourne Airport, from inception through to completion, including attendance at Project Control Group Meetings.

Melbourne Airport T3 Domestic Terminal Expansion: Master Programme and Constructability Advice (Melbourne Airport – 2008)

  • Provision of strategic planning, construction staging and project monitoring advice directly to Melbourne Airport during the planning phase of this project, including attendance at Project Control Group Meetings.

Melbourne Airport Master Schedule Development: Planning Consultant (Melbourne Airport, 2006 to 2010)

  • Development of numerous Master Schedules for individual projects and programs and to provide advice regarding interface management and procurement and contracting strategy to enable coordination of projects within Melbourne Airport.

Melbourne Airport Taxiway & Western Apron: Master Programme & Constructability Advice (Melbourne Airport, 2007 to 2008)

  • Provision of Master Programme, planning, programming and constructability advice and detailed development and construction programme.

  • Detailed scheduling, 4D construction planning, interface planning and progress monitoring of aprons and taxiways adjacent to the new International Terminal Expansion.

Melbourne Airport  A380 ART Buildings: Master Programme & Constructability Advice (Melbourne Airport, 2003 to 2004)

  • Master programming, staging ad-vice, evaluation of construction options, general risk management advice in relation to runway widening, aircraft parking apron extension, terminal and aerobridge works for new Airbus A380 aircraft.

  • Detailed planning and progress monitoring of A380 runway widening.

Australian Advanced Airport Traffic System (TAAATS) Project, Project Manager / Design Manager (John Holland, 1994 to 1996)

  • National Project Manager and Design Manager for $40 million project involved the design and construction of building works and base infrastructure services requiring a high degree of technical complexity and reliability.

Ansett Passenger Terminal Development Project: Master Programme and Constructability Advice (Ansett, 1998 to 2000)

  • Provision of Master Programme, planning, programming and constructability advice during design and construction.

Melbourne Airport Capital Planning System: Portfolio and Program Management System Design, Development, Implementation and Support (Melbourne Airport, 2006 to 2010)

  • Development and implementation of capital works planning and monitoring systems for Melbourne Airport Corporation of the capital project portfolio over a 20year planning horizon, including development and documentation of business processes, systems design and database development, development of 10 Year Plans and Annual budget planning.

 Port of Melbourne Capital Planning & Management: Portfolio & Program Management System Design, Implementation and Support (Port of Melbourne, 2010 to 2013)

  • Responsible for the development and implementation for a comprehensive web-based capital works monitoring system to track all projects and programs over the project life cycle from inception through to final handover, including tracking of project gates, schedule milestones, project costs, cash flows, forecast costs and variations and the ability to undertake detailed reporting of costs and schedule at the work package level.

Monash University, Victoria: Program Management System Design, Development, Implementation and Support (Monash University, 2009 to 2010)

  • Development of capital planning systems to plan, manage and monitor all capital works projects from inception through to completion, including monitoring of cash flows, changes, risks, contract work packages and costs.

Melbourne Metro Rail Projects, Melbourne: Program Management System Design, Development and Implementation (Connex/Metro Joint Venture)

  • Development of project monitoring systems to manage the program of all rail works.

Coles Supermarkets National Division: Capital Planning System Design, Development & Implementation for Program Management (Coles Myer) 2007

  • Development of program management and control system for national supermarket development – estimated capital cost per annum $400 million for approximately 400 projects. This work involved review, development and documentation of business processes for project delivery and establishment of effective corporate and project level reporting and monitoring systems for KPI performance, financial and business reports.

Skilled Business System: IT Project Manager (Skilled Group, 1997 to 2000)

  • Project Manager responsible for the specification, design, development, installation, training, change management, data migration and rollout of a new national business system for Skilled Engineering Ltd with an annual turnover exceeding $600 million.
